Safety is an intrinsic aspect of railway systems and must be addressed throughout their entire life cycle — from initial design to final decommissioning — including technological development, commercial operation, and maintenance. Railway safety is not determined by a single factor; rather, every component of the railway system plays a direct or indirect role in achieving the desired level of safety.

The technology employed—covering both the railway lines and the trains themselves—the training and development of human resources, the available material resources, the management systems, and adherence to procedures and regulations are all factors that must be taken into account throughout the entire safety process.

The European Railway Safety Directive, together with Regulation (EU) 402/2013 as amended by Implementing Regulation (EU) 1136/2015, sets out the Common Safety Method for Risk Assessment to be applied in order to maintain and ensure the safety of railway systems. Similarly, the CENELEC safety standards define the safety processes to be followed in the development of new railway subsystems or the modification of existing ones.

The authorization and commercial commissioning of railway subsystems and components require the implementation of a safety management process, applicable to both new developments and modifications. Independent Safety Assessments form a crucial part of this process. Such evaluations must be performed by Assessment Bodies that meet the requirements of the ISO/IEC 17020 standard (Inspection Bodies) and are formally accredited or recognized by the relevant entities.

Assessment bodies that certify compliance with CENELEC safety standards are referred to as ISA, while those that certify in accordance with Regulation (EU) 402/2013 are known as AsBo.

Deviver is recognized in alignment with Directive (EU) 2016/798 on railway safety by the Railway Administration Executive Agency to conduct safety evaluations and assessments for railway products, processes, services, and installations:

AsBo

Deviver, as a recognized Independent Safety Assessment Body (AsBo), carries out risk evaluations and assessments for railway application projects in accordance with the Commission Implementing Regulation (EU) No 402/2013 of 30 April 2013 on the common safety method for risk evaluation and assessment and repealing Regulation (EC) No 352/2009. Deviver conducts Independent Safety Assessments (ISA) of railway application projects in compliance with CENELEC standards:
